Does SmartB create the DHL consignment, or only record it?

It creates it. The order is pushed out and becomes a consignment — the shipment itself, not a reference number typed in after the fact.

What happens when the final charge differs from my estimate?

The actual charge comes back and lands on the order, so the difference shows up against that order’s margin instead of disappearing into a monthly freight line.

Can SmartB plan routes or track the vehicle?

No. SmartB is not a fleet or route-planning system. What it tracks is the delivery status of the order, as the courier reports it back.
